Anil Kumbhare—the deputy commissioner of police in Zone Two—said, “Along with 1000 police personnel and 600 volunteers along with the Quick Response team, Force One, and SRPF would be guarding the area to make sure that no unfortunate incident occurs. Metal detectors, road blocks, loudspeakers, floodlights, and four watchtowers have been installed at the venues.”

As part of an emerging international trend attempting to civilize the Internet, a new law treaty—the Council of Europe (CoE) Convention on Cybercrime—is back on the agenda. Canada and Australia are using the treaty to introduce new invasive, online surveillance laws. Many considered the treaty to be dormant but in recent years a number of countries have been modeling national laws based on the treaty. Moreover, Azerbaijan, Montenegro, Portugal, Spain, the United Kingdom, and the United States are amongst those who have ratified it.

This treaty provides law enforcement access to sensitive data on the mere suspicion it might be useful to an investigation, though the level of privacy protection has not been specified yet and therefore the treaty has not been endorsed yet. Just as service providers are used to retain data that could be suspicious or somehow relevant, this treaty is intended to monitor the Internet and of course retain similar data that may allow authorities to anticipate crime and therefore prevent it, even on an international level, i.e. a terrorist threat found written on a blog.

An Australian Bill granted power to an Internet Service Provider “to preserve all stored communications [such as traffic and content data] for a telecommunications service for a specified period of time.” In other words, law and order is now being extended to the Internet. However, this traffic data—any data generated by computers as a byproduct of online interactions—is far more sensitive today than it was ten years ago, so certain restrictions on this monitoring system will be necessary.

Cybercrime has been running rampant, identity theft has become a new trend, and people today need a higher concentration of surveillance to protect themselves and their families both online and offline. Basic safety precautions can be taken to keep one’s data from being stolen or accessed online—simply do not place it on the Internet. However, criminals still break into unsuspecting homes, thieves still rob local general stores, and neighborhoods still have Watchdog signs posted on street corners.

Canada’s military wants the Harper government to take part in rebuilding a Cold War ocean surveillance system, arguing that the country’s waters, including the approaches to the Arctic, are vulnerable to Chinese and Russian submarines.

The current Ocean Surveillance System, overseen by the U.S., involves specialized vessels and underwater sensors scattered around the globe to detect submarine movements; but with the end of the Cold War in the 1990s and the collapse of the former Soviet Union, that sensor technology was not modernized. The Surveillance System will now need to be upgraded or replaced. In some cases, Canada shut down its facilities for monitoring underwater activities.

As proof of the reemergence of the submarine threat, the military has noted a dramatic increase in the numbers of submarines around the world; an incident where a Chinese submarine surfaced in the midst of a U.S. naval task force in 2006; the voyage of a Russian submarine into the eastern Atlantic in 2009; and the sinking of a South Korean destroyer in 2010, likely by a North Korean submarine. Consequently, the Canada military wants to become more involved in the U.S.-led underwater surveillance system, arguing that it would be too expensive to put its own sensors into the ocean.
